In order to conclude this pamphlet and after exposing unity, Frédéric Bastiat shares his wish to see religious unity that could be favoured by a free education system. He shows thus that he is not opposed to unity but to the fact that it is imposed (one can imagine there that the current attempts to impose “diversity” would have been addressed with the same criticism).

This is what is underlined by today’s quote – legislation can proscribe things but the less it does it, the greater the freedom. On the other hand, legislation cannot prescribe (this is the same idea as was developed in The Law), or at least, it cannot reach a noble goal if it has to be imposed upon the people.
